Clinton Township Police Department Press Release July 30, 2009

Fraud

A sixty-seven (67) year-old Clinton Township woman reported that in early July she inquired about a “Work From Home” job she located in the “Help Wanted” section of the Hunterdon County Democrat newspaper.  She applied for the job and was accepted.  The employer, “Tricarefabrics,” sent her a check for $2,800.00 and advised her to deposit the money into her account.  The victim was then advised to deduct a percentage and send the remainder of the balance to Linda Stafford, #309 Alemander Avenue, Debary, Florida, via Western Union.  The victim deposited the check into her account and then sent $2,413.00 to Linda Stafford.  Several days later, the victim learned that the check was fraudulent.  Western Union is in the process of producing a photograph of the female who picked the money order up in Florida.

Disorderly Conduct

On Monday, July 27, at approximately 7:05 pm, Patrolman Matthew Murphy was dispatched to the Grayrock Plaza for an intoxicated male acting disorderly.  Upon arrival, Ptl. Murphy observed Jason Martin, age 34, of High Bridge, with a basket of flowers, beads, teddy bears, and a small cup.  Customers at the local businesses said “thank you” to Ptl. Murphy as he approached Mr. Martin and local business owners advised that Mr. Martin had been alarming customers and merchants.  Ptl. Murphy detected a “very strong odor of an alcoholic beverage” coming from Mr. Martin.  Based upon the totality of the circumstances, Ptl. Murphy decided to charge Mr. Martin with Disorderly Conduct.  In light of recent contacts, Mr. Martin was arrested and removed from the area.

Upon arrival at police headquarters, bail was set at $100.00.  Mr. Martin soon complained of difficulty breathing and chest pain.  When Mr. Martin learned that he would be unable to post bail, and therefore would be taken to the Hunterdon County Jail, Mr. Martin alleged illness and collapsed on the ground of the holding cell.  The Clinton Rescue Squad responded and was unable to determine the source of Mr. Martin’s illness.  Mr. Martin then advised that he was suicidal and began punching himself in the right side of the face and scratching his nails down his forehead to his chin, drawing blood from his lower lip.  Officers placed Mr. Martin in handcuffs again in order to prevent his self-abusive behavior.  As a result of his self-abusive behavior and suicidal ideations, Mr. Martin was transported to the Hunterdon Medical Center for evaluation.  Once there, he alleged various forms of police brutality at the hands of Ptl. Murphy.  He was ultimately turned over to two officers from the Hunterdon County Jail who responded to the hospital to take custody of him

On Tuesday, July 28, at approximately 9:20 am, Patrolman Umair Latif responded to Beaver Avenue for a bicycle that was found across from the fire house.  There were no markings on the bicycle that would allow Ptl. Clinton Township Police Department Press Release August 3, 2009

Fugitive Arrest

On Friday, July 31, at approximately 6:10 pm, Sergeant Thomas DeRosa was patrolling the Fountain Motel parking lot when he encountered an intoxicated man.  Sgt. DeRosa obtained the man’s identification and then left the area.  A short time later, however, Sgt. DeRosa learned of an NCIC entry for the man, Samuel Popper, age 44, as being a missing person out of Orange County, Florida.  Sgt. DeRosa returned to the motel and again located Mr. Popper, who was otherwise unharmed.  Because Mr. Popper is an adult, Florida authorities were merely provided with his updated address information.  No warrant existed for his arrest.

However, while detaining/interviewing Mr. Popper, Sgt. DeRosa learned that he was in the motel room with John Toth, age 54, with a last known address of Hunterdon Hills, Flemington.  Upon entering Mr. Toth’s information into NCIC, Sgt. DeRosa learned that he was wanted out of Hunterdon County for failing to appear at sentencing for a prior charge of Throwing Bodily Fluid at DOC Employees.  The warrant was confirmed as active and Mr. Toth was arrested and transported to the Hunterdon County Jail.

Petruzziello obtained the driver’s credentials and returned to her patrol vehicle to check on the validity of the vehicle’s registration as well as the driving privileges of the driver, Terrell Nathaniel James Phillips, age 19, of Harrisburg, PA.

Sergeant Thomas DeRosa soon arrived on scene and, after checking in with Ptl. Petruzziello, approached the stopped vehicle to stand-by with the occupants.  Upon arrival at the rear, driver’s side window, however, Sgt. DeRosa observed that the driver’s-side backseat passenger, a sixteen (16) year-old Harrisburg boy, was clutching two (2) .22 caliber bullets in his hand.  The occupants were then removed from the vehicle at gunpoint and handcuffed.  A search of the vehicle produced a .22 caliber Jennings semi-automatic handgun underneath of the driver’s seat.  The handgun did not have a magazine and an additional bullet was found in the juvenile’s pants pocket.

The juvenile was arrested and will be issued a Juvenile Complaint for Unlawful Possession of a Handgun.  He was later released to the custody of a responsible adult.

On Sunday, June 28, at approximately 1:50 pm, Sergeant Thomas DeRosa stopped a vehicle operated by Rasool Baker, age 27, of Orange, on Route 22 near the Round Valley Access Road because the vehicle's third brake light was out.  During the stop, Sgt. DeRosa observed two plastic cups containing alcoholic beverages in plain view.

Also during the stop, Mr. Baker first identified himself as "Ricky Burgman."  When Sgt. DeRosa's laptop computer produced a DMV photo of the real Mr. Burgman, Sgt. DeRosa determined that they were two different people.  Upon confronting Mr. Baker with this, he then identified himself as "Dominic Baker" but Dominic Baker's photo also did not match.

Mr. Rasool Baker was arrested and transported to police headquarters where his true identity was discovered.  Sgt. DeRosa also located approximately $1,325.xx in motor vehicle warrants for Mr. Baker's arrest out of Newark but the Newark Police Department soon advised that it would not be responding to take custody of Mr. Baker.  He was charged with Hindering Apprehension, Driving While Suspended, Consumption of an Alcoholic Beverage in a Motor Vehicle, and Maintenance of Lamps and then released ROR.

Front seat passenger Michael Fleming, age 26, of Irvington, first identified himself as "Dawu Thompson."  Once his true identity was discovered, Sgt. DeRosa charged Mr. Fleming with Hindering Apprehension and Consumption of an Alcoholic Beverage in a Motor Vehicle.  He was released ROR.

Marijuana Charge

On Monday, June 22, at approximately 5:50 pm, Officer Jennifer Petruzziello stopped a vehicle operated by Benjamin Connolly, age 23, of Clinton Township, on Route 31 North near Country Club Drive because a computer inquiry revealed that Mr. Connolly had a motor vehicle warrant for his arrest out of Dover.  During the stop, Ptl. Petruzziello detected the odor of burnt marijuana and soon observed a clear plastic baggie containing a small amount of marijuana in the driver's door pocket.  A subsequent search produced a pipe with residue in the center console.  Mr. Connolly was charged with Possession of Under 50 Grams of Marijuana, Possession of Drug Paraphernalia, and Operating a Motor Vehicle While In Possession of a Controlled Dangerous Substance.  He was released after Dover advised to provide him with a new court date.

Obstruction of Justice

On Sunday, May 31, at approximately 7:10 pm, officers were dispatched to the area of Route 22 near Blossom Hill Road for a report of a possible intoxicated pedestrian.  The reporting party expressed concern for the pedestrian's well-being.  Upon arrival, officers met with a man who identified himself as Tara Alderman, age 31, and who claimed to be homeless.  Patrolman Peter Schlesier found Mr. Alderman to be acting suspiciously and soon learned that he had warrants for his arrest out of Mansfield Township in Columbus.  Mr. Alderman also advised that he was walking to New York City and that he had not had anything to eat or drink for a while.  Backup officers arrived on the scene while Hunterdon County Communications checked whether Mansfield Township wanted Mr. Alderman arrested on its warrants.

At this time, a woman stopped her vehicle in the slow lane of Route 22 and asked "What is going on here?"  When officers ordered the woman to move along, she refused, pulled her vehicle onto the shoulder, and approached the officers.  Again the woman demanded to know what was going on.  The woman exclaimed that there were "six cops" picking on a poor homeless man.  The woman further alleged that she observed Mr. Alderman walking along the roadway at this location all of the time.  The woman was again ordered to leave the scene but continued to argue for some time before doing so.

Mansfield Township eventually advised to release Mr. Alderman ROR.  An officer responded to a local restaurant and retrieved some food for him while another officer secured lodging for Mr. Alderman through the Hunterdon Helpline and also assisted with securing him a bus ticket to New York City the following day.

After conducting an investigation, Patrolman John Tiger identified Marilyn Moran, age 50, of Lebanon, as the motorist who interfered with the officers at roadside during this incident.  As a result, he recently charged Ms. Moran with Obstruction of Justice, Obstructing the Flow of Traffic, and Careless Driving.

The filing of criminal charges is merely one step in the process of determining a person's guilt.  All persons mentioned in this press release are presumed innocent until proven guilty in a court of law.

Michael Akers arrested the husband, who turned himself in, and charged the man with Violation of a Restraining Order.  In addition, Ptl. Akers learned that the man had driven to police headquarters with a suspended driver's license and therefore issued the man a motor vehicle summons for Driving While Suspended.  The man was later released ROR.

On Friday, June 26, at approximately 2:50 am, Patrolman Umair Latif stopped a vehicle operated by Jovino Mendez, age 48, of Newark, on Route 78 East near Exit 18 for erratic driving.  During the stop, Ptl. Latif charged Mr. Mendez with Driving While Intoxicated, Driving While Unlicensed, and Failure To Maintain Lane.  Mr. Mendez was released to the custody of a family member and his vehicle was towed and impounded.

Disorderly Conduct

On Friday, June 26, at approximately 8:15 pm, Patrolman Umair Latif responded to McDonalds on Center Street for a report of an intoxicated male harassing employees and asking them for food.  Upon arrival, Ptl. Latif met with Jason Martin, age 34, of High Bridge, who was visibly intoxicated.  Mr. Martin apparently ordered food seven (7) hours earlier and was now complaining that the restaurant should give him more food.  Mr. Martin also allegedly asked for cigarettes and money for the bus.  As a result, Ptl. Latif charged Mr. Martin with Disorderly Conduct and removed him from the scene.

Stolen Vehicle Arrest Leads To Additional Charges

On Saturday, June 27, at approximately 1:45 am, Sergeant Mathew Wilson observed a green 2000 Chevy Malibu with Maryland registration traveling west on Center Street.  Upon entering the vehicle's registration into NCIC via his onboard laptop computer, Sgt. Wilson learned that the vehicle was reported stolen out of Hagerstown, MD.  Once the hit was confirmed, Sgt. Wilson followed the vehicle into the Town of Clinton until he had sufficient backup.  Upon the arrival of backup units from both Clinton and Clinton Township, Sgt. Wilson conducted a felony stop and took the occupants of the vehicle into custody.  The driver was identified as Felicia Coombs, age 22, of Bronx, NY and the passenger was identified as Michael Brown, age 27, of Staten Island, NY.  Officers also discovered a three (3) year-old female sleeping in the back seat.  A search incident to arrest produced a folded-up dollar bill containing a small amount of cocaine, a marijuana blunt, and two (2) opened containers of alcohol.

Sgt. Wilson charged Ms. Coombs with Receiving Stolen Property and Opened Container.  The three-year old child was released to her custody and she was then released ROR and driven to the Trans-Bridge bus depot on Center Street.

Sgt. Wilson charged Mr. Brown with Receiving Stolen Property, Possession of Cocaine, Possession of Under 50 Grams of Marijuana, and Opened Container.  He was then transported to the Hunterdon County Jail in default of $15,000.xx bail.

On Saturday, June 27, at approximately 6:00 am, Patrolman Drew MacQueen responded to McDonalds on Center Street for a report of a woman yelling profanities at the Manager.  Upon arrival, Ptl. MacQueen was advised that a woman was banging on the windows of the business before it was open in order to be let in.  When the Manager finally let the woman in, prior to the business's scheduled opening time, the woman immediately yelled and cursed at the Manager.  Ptl. MacQueen recognized the accused as Felicia Coombs, whom he had dropped off at the nearby bus stop approximately fifteen (15) minutes earlier.  As a result, Ptl. MacQueen issued Ms. Coombs a summons for Disorderly Conduct and transported her and her child back to the bus station.

On Tuesday, June 30, Officers at the Hunterdon County Jail advised that Mr. Brown had been apprehended at the jail with additional amounts of controlled dangerous substances and, further, that probable cause existed to believe that Mr. Brown had been in possession of the drugs at the time he was arrested by the Clinton Township Police.  Clinton Township officers then responded to the jail and took custody of one (1) bag of powder cocaine, one (1) bag of crack cocaine, and approximately twenty-five (25) Ecstasy pills.  The cocaine totaled approximately 3/4 ounce [or twenty-one (21) grams].

On Saturday, June 27, at approximately 10:20 pm, Patrolman Drew MacQueen stopped a vehicle operated by Princess Woods, age 29, of Allentown, PA on Route 173 for failing to stop at a stop sign.  During the stop, Ptl. MacQueen observed pieces of marijuana on the vehicle's passenger's seat and a search produced a bag of it in the center console.  Ptl. MacQueen therefore charged Ms. Woods with Possession of Under 50 Grams of Marijuana and Failure to Stop at Stop Sign.  She was released ROR.

Motor Vehicle Crash/Obstruction of Justice

On Sunday, June 28, at approximately 3:10 am, Patrolman Christopher Weaver responded to the intersection of the Round Valley Access Road and Route 629 for a report of a motor vehicle crash.  Upon arrival, Ptl. Weaver observed a 2007 Hyundai Elantra crashed into the guardrail.  Barbara Geiger, age unknown, of Flemington, advised that she was the driver and sole occupant of the vehicle that had crashed.  When Ptl. Weaver questioned Mrs. Geiger about a second vehicle that was at the scene, Mrs. Geiger advised that it was her son and her boyfriend, whom she had called for a ride home due to the damage to her car.  A second officer approached the son, Robert Geiger, age 20, of Flemington, and discovered that he had been drinking. Although he was unable to confirm his suspicion at the scene that Mr. Geiger was the driver of the crashed vehicle, by 9:00 pm this same date Ptl. Weaver developed probable cause indicating that Mr. Geiger was indeed the driver at the time of the crash.  Mr. Geiger was therefore charged with Obstruction of Justice, Careless Driving, and Failure To Wear Seatbelt.

On Sunday, June 28, at approximately 12:05 pm, a 2008 Mazda sedan operated by Jeanne Dunham, age 47, of Clinton Township, struck a parked 2004 Buick sedan owned by Stephen Lazorchak of Greenville, NC in the parking lot of the Grayrock Plaza on Route 31 North at Route 513 as Ms. Dunham was attempted to pull into an adjacent parking space.  After the collision, Ms. Dunham drove off but a witness provided a vehicle registration and was able to identify the driver.  As a result, Patrolman Matthew Murphy charged Ms. Dunham with Careless Driving, Leaving the Scene of a Motor Vehicle Crash, and Failure To Report a Motor Vehicle Crash.

The filing of criminal charges is merely one step in the process of determining a person's guilt.  All persons mentioned in this press release are presumed innocent until proven guilty in a court of law.
